                     Climate Change:  Fact or Fiction? 

Whether fact or fiction Shoalhaven Council will introduce a new Development Control Plan that will prevent or hinder development on large stretches of foreshore within the Shoalhaven.

Existing landowners will be subject to strict development controls that will in some areas reduce the value of their land to almost zero. These controls are a State Government edict according to Council. Lines have been drawn defining precincts of future beach erosion and/or sea inundations and of cliff/slope instability on our foreshores. Further areas have been labelled potentially hazardous.  

The future management of climate change throughout the world and possible effects on our oceans are still a matter for considerable debate. Until a clear and definitive picture emerges, knee-jerk reactions by Governments and Councils will only cause financial hardship and mental anguish to many of those residents who have chosen to live on our coastline.

COMMUNITY HOUSING

The State Government has bypassed community consultation and has pushed ahead with plans for community housing in Ulladulla. The community has responded with numerous letter and petitions. The main cause of concern is the lack of community consultation. David Borger State Minister for Housing says is not interested in listening to community concerns.

If the development comes under the new Affordable Rental Housing SEPP then the big winner will be the developers. Under the new rules if between 20% and 50% of the dwelling are deemed affordable then the developer will receive  floor space bonuses. The developer will maintain title of the dwelling and only need keep them "affordable" for 10 years. 
This arrangement would result in multi- storey, high-density housing in areas not zoned for this type of development.

Shoalhaven Local Environment Plan
The 2009 draft SLEP is a legally binding document formulated by Council and the NSW Department of Planning. This document will guide the future development in the Shoalhaven and will override Development Control Plans (DCP) and State Environmental Planning Policies (SEPP). Draft Amendments to the SLEP have been made but Council have blocked community access to these amendments. It will be important that the community look closely at the detail of the SLEP when made available. It might be that land was safe from development under the old SLEP has been re-zoned or can be re-zoned under the new LEP.
Its possible Eleven (11) metre (3-4 Storey) height limits for residential and water front sites will replace the existing two (2) storey limit. The Nowra, Huskisson and Ulladulla town centres will have even greater heights permitted.
